Copyright and repeat-infringer policy
[DRAFT - pending legal review]
If you believe material on this service infringes a copyright, send a notice to the designated agent on this page. A complete notice has your signature, the copyrighted work, the URLs of the material, your name, mailing address, phone number, and email, a good-faith statement that the use is not authorized, and a statement under penalty of perjury that you are the owner or authorized to act for the owner.
When a notice is complete, staff may remove or disable the material and email the person who posted it. An incomplete notice is held until the missing pieces are sent.
If your material was removed, send a counter-notice from the link in that email. It must identify the material and where it appeared, include your signature, name, address, and phone number, state under penalty of perjury that you have a good-faith belief the material was removed by mistake or misidentification, and consent to federal court jurisdiction and service of process. We forward a complete counter-notice to the person who sent the original notice. Unless they tell us they have filed a court action, the material is restored no sooner than 10 and no later than 14 business days after we receive the counter-notice.
Repeat infringers. A strike is recorded when material is removed under a notice. Strikes are counted over a rolling 12 months. A strike is not counted when the notice is withdrawn or when a counter-notice succeeds and the material is restored. Three strikes in that window are flagged for staff review. Staff may limit uploads or close the account after that review. Reaching three strikes does not close an account by itself.
A false notice or counter-notice can have legal consequences under 17 U.S.C. §512(f).
